Claim
US president Donald Trump said the newly formed Nepal government will pass the SPP.
Fact
Viral video is AI-generated.
A video claiming to show US President Donald Trump saying that the newly formed Nepal government will pass the US State Partnership Programme (SPP) is going viral on TikTok.
The US State Partnership Programme (SPP) became a significant “geopolitical hot potato” in Nepal in 2022 due to concerns that it was a disguised military alliance linked to the US Indo-Pacific Strategy (IPS). Though SPP is said to be a program for disaster response and humanitarian aid, the debate over it escalated following the ratification of the US Millennium Challenge Corporation (MCC) compact, leading many to fear the country was being drawn into a broader, security-focused alliance.
Against this backdrop, TikTok user @dpeshrae posted a video showing US President Donald Trump speaking about the endorsement of SPP by the newly elected government of Nepal. In the video, Trump is heard saying, “That the newly formed Nepal government will pass the SPP (State Partnership Programme) including the MCC (Millennium Challenge Corporation), and establish maritime relations between the US and Nepal. If Nepal makes anti-US decisions on the direction of China, it will have to pay the price.”

The video caption also reads, “The traitors republicans listen carefully.”
The video posted on March 20 has garnerd 2070 likes, 867 users have shared it and 138 people have commented until the last count.https://www.tiktok.com/@dpeshrae/video/7619710979970059540

Newschecker found the claim to be misleading.
To check the veracity, Newschecker conducted a Google search for relevant keywords such as ‘Nepal government Trump’, ‘Donald Trump SPP’, ‘new government SPP’. However, the search did not yield any relevant results.
We then closely listened to Trump’s purported speech regarding Nepal and noticed that he talked about maritime relations between Nepal and the US. It is irrelevant to talk about “maritime relations” with a landlocked country Nepal.
As we also observed in the video comment that it was generated by using AI, we analysed the video and its audio extract through AI-detection tools.
First we extracted the audio and checked it through undetectable.ai which indicated that the audio is clearly AI-generated. Additionally, the audio was checked through Hive moderation which showed that the audio is 74.4 percent likely to have been created by using AI.

On checking the video through Detect Resemble, we found that the audio carried in the viral video is clearly fake. Another tool aurigin.ai indicated a 57 likelihood of the video being AI-generated.

Thus, our findings clearly showed that the viral video showing US President Donald Trump speaking about Nepal and the SPP is manipulated by using AI.
No, US President Donald Trump has not said that the newly elected government in Nepal will pass the SPP. The viral clip is manipulated by using AI.
